According to the RFC 1349 document, the TOS value as following:

1000 – minimize delay

0100 – maximize throughput

0010 – maximize reliability

0001 – minimize monetary cost

0000 – normal service

These values are the Binary format. Please change to the Decimal and put these values in to

the correct table.
